Short explanation of the story and how it developed:

How Halifax’s big dreams have become a nightmare, and what needs to happen to make the city a great place to live. Reporter Tim Bousquet has long followed Halifax's obsession for dubious mega-projects—the Commonwealth Games bid and the Commons concert scandal were just the latest—and asks why we have turned our backs on proven, and more realistic, routes to economic development.

Originally intended as a short editorial for The Coast's 20th anniversary edition in June, "Two decades of world-class delusion" took on a life of its own as Bousquet conducted more research for the piece, including a score of interviews on background and trips to the city and provincial archives. The result is this much longer and more comprehensive feature commentary.
