Short explanation of the story and how it developed: As part of research for a CBC investigative series on housing, we learned of a little known program that saw private landlords house individuals with mental health and addictions at a high cost to taxpayers. Through access to information and numerous background discussions with sources within the non-profit sector, we found large amounts of money was going to landlords with little oversight or outcome tracking. Susan Evoy's story provided an account of what life was like living next door to one of those properties. |
