Short explanation of the story and how it developed:

The Saltwire Network decided to pursue a regional project focused on the Muskrat Falls hydroelectric development that was published in early 2018, trying to offer different perspectives, giving each their space. "That Dam Project" included feature stories, enterprise, and guest commentary. Work specifically on "Who gets to say no?" began in late summer 2017 with a trip to Happy Valley-Goose Bay and interviews with individuals leading local opposition to the project, including several who were under house arrest. The story was completed, and then updated shortly before publication of the series (given time passed between the trip and publication). The story was accompanied by video from featured interviews, posted online. The Telegram had reported for years on everything from initial objections to the project to new research on methylmercury, but the idea here was to allow individuals opposed to the development to say their piece in more than a one-line comment, and help clearly convey the frustrations around the project's approval and execution.
