Short explanation of the story and how it developed:

While (presumably) retracing the shooter's steps, I came across 2 RCMP vehicles (about 50 meters apart) blocking an on-ramp. I approached the first SUV and had a conversation where the officer told me in detail how the take-down of the shooter happened. After this, I mentioned I had not discovered the fake RCMP cruiser as of yet (it was late). The officer responded you did now. He mentioned the vehicle was up on top by the bridge along with Constable Stevenson's vehicle.

Resources of the newsroom (money and time) available to complete the story:

Reuters assigned my to cover the event while in lockdown on PEI. I left Charlottetown, PEI in the early hours as the manhunt was ongoing. Reuters had previously provided online training on covering pandemics as well as active shooter online training. While en-route the Reuters editor-in-charge of North America was texting me updates as well as safety precautions, such as stay in the next town over. RCMP officers, who I know, were also texting me updates and ways to identify the fake car (prior to details being public about the fake rcmp car).
